REQUIRED PARAPROFESSIONAL INSTITUTE FOR SPECIAL EDUCATION TRAINEES/ASSISTANTS FOR THE 2005-2006 SCHOOL YEAR

Background

In order to meet the requirements of the No Child Left Behind Act (NCLB) and the outcomes of the Modified Consent Decree, the Division of Special Education provides professional development opportunities for special education trainees/ assistants, including these training Institutes. There are two Paraprofessional Institutes, Tier I (basic – 16 hours) and Tier II (specialized), see Attachment A. In accordance with the Modified Consent Decree: “Maintenance of Effort,” the Tier I Institute must be completed by the end of the 2005-2006 school year. The Paraprofessional Institutes have been scheduled throughout the year from July 2005 to April 2006.

There are two options for completing the training:

(1) off-track time (voluntary), being paid at the District-sponsored training rate; or (2) during the regular school day (required, if not taken during off-track time).

rainees/assistants who participated in the Paraprofessional Academy during the last two years and earned 16 hours credit, will be credited with Tier I completion based on data provided by the Organizational Excellence Branch.

Instructions

Staff Required To Participate In Paraprofessional Institutes
Special education trainees and assistants and other paraprofessionals who support instructional programs for students with disabilities must complete the 16 hours of Tier I training to meet the minimum training requirement of the Maintenance of Effort and in order to participate in the Tier II Institute. The Tier I and Tier II Institutes will replace the current Paraprofessional Academy beginning July 2005. School administrators who oversee special education programs are encouraged to attend with their trainees/assistants so that supervision is aligned with the effective instructional practices presented at these Institutes.

Scheduling Training Dates
Principals or their designee must meet with their trainees/assistants to ensure that every paraprofessional who works with students with disabilities has been assigned specific dates to be trained by the end of the 2005-2006 school year. The “Special Education Paraprofessional Institute Registration Log” (Attachment D) must be completed by every principal.

  • Off Track Participation
    Trainees/assistants who choose, in consultation with their principal, to attend the Paraprofessional Institutes scheduled during their off-track time or summer vacation (see Attachment B and C) will get paid the District-sponsored training rate to complete either the Tier I or Tier II Institute. Participants will receive a voucher to verify completion of the off-track training.
  • Participation During The Regular Work Day
    Trainees/assistants who choose not to attend the Paraprofessional Institutes scheduled during their off-track time or summer vacation (see Attachments B and C), will be assigned participation dates by their principals. As participation will take place during the employee’s regular workday, the District-sponsored training rate does not apply. Substitutes will not be provided. Schools must arrange coverage with existing staff.

The principal must fax or e-mail Attachment D to Felicia Watts at (213) 241-8915 or felicia.watts@lausd.net by June 30, 2005. Registration confirmation will be emailed to the principal and contact person. Staff will be enrolled based on the information submitted on Attachment D.
